Why does country matter more than it should?

Because the gap between a provider's global capability and its local one is never advertised. A processor listing forty countries for acceptance may settle fiat in six, and finding out which six usually requires asking. Each card in the catalogue records what its provider publishes about settlement, and marks the rest as not disclosed.
